The Minister of Education, Irene Rigau, explained today that the Executive is preparing a temporary resolution to develop those articles of the LOMCE that “under force of law must be enacted” but that will be carried out “in a way that most resembles what we have proposed in the LEC”. Rigau said that this is a “series of strategies that allow us to modify the minimum amount possible of what we feel is already working in our schools” and that “give them legal assurance”. The resolution will deal with aspects of the school committees, music education, and PQPI (Programs for Initial Professional Qualificiation).
In declarations to the media in Tarragona, Rigau remarked that the development of these articles is being carried out “with a temporary nature” because “by law, they must be enacted” but that she hopes that “they can be changed as soon as possible”.
Among those issues that will be dealt with in this temporary resolution are school committees or councils. “The participation of families in school councils has been greatly reduced” in the LOMCE, said Rigau, who explained that the resolution will establish that it is the center’s director who approves an educational project, but with the report filed by the school council. “We will try to find strategies so that the school councils are not sidelined,” she said.
Rigau also explained that she is maintaining the current provisions with respect to music and art classes in primary school, since they “are subjects that form part of the basic education”. And with respect to the PQPI, she said that she doesn’t want to give up this “successful” model and therefore new programs will be created.
The minister recalled that the Catalan government had appealed the constitutionality of the LOMCE since it “clearly invades our jurisdiction” and that she has “actively” participated on the “front lines” against this law in the communities not governed by the PP.
On the other hand, when asked about religion classes in next year’s curriculum, Rigau explained that “it will remain as it is” and that it will be integrated into the schedule that is being prepared for primary school and that will be made public over the course of the next few days.
